I don't know about UK small craft laws, but the FAA would ground this
guy for sure after an incident like this. That's why so few of
these events occur.

I have an audio recording of an air traffic controller trying to give
directions to a guy in a small plane. The pilot didn't sound like he
was a geezer, but boy was he confused, adh te ATC guy was ****ED OFF.
