I just saw a video describing that kind of fuel pump mounted on the firewall.
A vacuum driven pump pulled gas from the tank into that canister. From there
it gravity fed to an updraft carburetor. At the time, they were not able to
make bowl floats and needles that could handle the pressure of gas pumped
directly to the float bowl.
