Default AFT+4 In One But Not The Other

Just wondering my 04 TJ came with ATF+4 in the power steering system and my
wife's 04 WJ came with Power Steering fluid why, can ATF+4 be used instead?

Got me. I wouldn't mix them or change out simply because there
is too much to clean out and if the system was designed for one it
may not work well with the other.

I suspect the mfg was trying to save costs by using lots of the same
fluids.

Don't do it. The stuff to use in any WJ is MS5931 for power steering
fluid.
