Driving slow to compensate for morons who cannot maintain their vehicles
is the mentality of the government schools. Slow everyone down to the
speed of the least able.

However the driving bans based on age are another aspect of emotionally
driven 'democracy', group think. Everyone is a member of one or more
groups and each person's rights are determined by those groups.
