What do you need a FAQ for, when there is a Charter? :^)

I am going to post this here in it's entirety because the page is sometimes
not available (please forgive me all, for the length).

Please not that the valid charter for this newsgroup is located just above
the vote responses at the end of the document. Also please note that
discussion of Rover vehicles is implicitly allowed and comparisons of BMW
vehicles to other makes is not (the fact that BMW no longer produces Rovers
has not been addressed subsequent to the sale, hence the charter has not
been amended to disallow Rover interests posts). This came up a bit a go
when someone complained about the thread lamenting Rover's demise.

Anyway....here ya go:

Proposed Charters:

rec.autos.makers.italian is for discussion of cars from Italy, and
of cars with Italian heritage or containing Italian componentry
(e.g., the Citroen SM.) This spans the range from Fiat Stradas
to Ferrari F40s, and (unfortunately) may be interpreted as including
the Yugo & Lada (such is life.) non-Italian cars styled by
Italian designers and/or design houses are also legitimate topics
of discussion.

rec.autos.makers.bmw is for discussion of cars made by BMW AG.
Discussion of other relevant marques such as Bristol, Borgward
and EMW, and autos using BMW engines such as certain Brabhams
would also be considered reasonable.

Rationale behind Names:

The original intent was to create rec.autos.bmw and rec.autos.italian;
it was recommended to me by the members of the "group advice" list
that the sub-hierarchy rec.autos.makers be used instead. while this
is perhaps a bit clumsy (and since discussions of styling houses, etc.,
will also be permissible in the italian-cars group the usage
may not be perfectly appropriate), it seems fairly reasonable, and
has been adapted.

Why bmw (a german manufacturer) and italian (a nationality)?

1) the lists are already there; the groups should match the lists
if we are to going to gateway (this is discussed further later
in this proposal.)

2) rec.autos.vw already exists, rendering the creation of
rec.autos.makers.german potentially somewhat confusing

3) if we create rec.autos.makers.fiat and rec.autos.makers.alfa
(these being the dominant manufacturers discussed on the present
italian-cars list) we effectively eliminate other areas of discussion
that presently exist.

Background:

The italian-cars and bmw mailing lists are now more than 5 years old;
membership in the italian cars list is over 300 and membership in the
bmw list is over 600. Both lists have heavy traffic, and have more
than proven adequate demand. The orientation of both groups is
presently towards owners who take a serious interest in maintaining
their own vehicles.

The plan is to provide newsgroups which will be bidirectionally
gatewayed to digested versions of the mailing lists. This will
reduce the load on the mailing lists while at the same time providing
access for those who do not receive news.

This RFD is being sent to news.announce.newgroups, news.groups,
rec.autos.misc, rec.autos.driving, rec.autos.sport, rec.autos.tech,
and rec.autos.vw This (and any subsequent) RFD and the Call for Votes
will also be sent to the bmw and italian-cars mailing lists, as this
proposal would have a significant impact on the future of those two lists.

This is a formal Request For Discussion (RFD) for a new newsgroup
named rec.autos.makers.bmw. This is not a Call For Votes (CFV); you
cannot vote at this time. Procedural details are below.

RATIONALE: rec.autos.makers.bmw

BMW is a well-known international luxury automobile manufacturer. BMWs
are to many automobile enthusiasts "The Ultimate Driving Machines"

Currently the BMW Digest mailing list

there are several threads discussing BMWs. Contributors to these
threads would benefit from having a single newsgroup to post
to. However, the only existing BMW newsgroup is the very poorly
propogated wiz.bmw group, which gets less than one message per day.

In discussions on the BMW mailing list, it became apparent that many
subscribers did not want to see any changes to the existing list. Many
have no Usenet access, or prefer not to access Usenet groups for
various reasons. As well, many do not want to see the creation of a
gated newsgroup due to a perceived threat to the signal to noise
ratio. As a result, this RFD does not propose any changes to the
existing BMW digest.

There should not be any threat of splitting traffic from the existing
BMW mailing list. Many of those expressing interest in participating
in a newsgroup want to do so in addition to, not instead of,
participation in the BMW mailing list. As well, a newsgroup would
attract new subscribers who are not currently members of the BMW
mailing list.

The name rec.autos.makers.bmw is fully in accordance with the existing
rec.autos.makers.* hierarchy.

CHARTER: rec.autos.makers.bmw

rec.autos.makers.bmw will be a newsgroup for the discussion of BMW
automobiles. Possible topics for discussion may include, but are not
limited to:

- the features of various BMW models
- repairs/ modifications of BMWs
- BMW Car Club issues
- racing/ autocrossing BMWs
- satisfaction/ dissatisfaction with BMW, or its various dealers

Any commercial, or general interest notices, will be allowed as long
as they are topical to BMWs, done in a respectful, low-key manner, and
not repeated endlessly.

Comparisons of BMWs to automobiles of other manufacturers will be
unwelcome, and considered a waste of bandwidth. If an unbiased
discussion of the merits of a BMW when compared to other cars is
wanted, rec.autos.misc would be the most appropriate location. It is
expected that participants in this group will be strongly biased in
favour of BMWs, thus making the answer to any such comparison (such as
"should I buy an Audi A4 or a BMW 328i") that would be given quite
obvious.

Discussions of BMW motorcycles, or of Rover Group vehicles, will be
allowed, as they are manufactured by BMW . If discussions on these two
topics start to generate significant traffic, more appropriate groups
may need to be created.

Under no circumstances will binary posts be allowed.

RATIONALE: rec.autos.makers.bmw

BMW is a well-known international luxury automobile manufacturer. BMWs
are to many automobile enthusiasts "The Ultimate Driving Machines"

Currently the BMW Digest mailing list >
has well over 1000 subscribers, with approximately 4 to 5 large digests
sent per day. The large traffic this list generates has caused many
long-time members to unsubscribe, due to the inability to keep up.

This has led to calls for the creation of a Usenet newsgroup. After a
simple post to the BMW digest regarding the creation of a newsgroup, the
proponent of this group received e-mails from 50 people interested in
seeing the creation of a BMW newsgroup. This is from a group of people
who, almost by definition, are pleased with the current BMW mailing list.

In the existing newsgroups rec.autos.misc, and rec.autos.driving, there
are several threads discussing BMWs. Contributors to these threads would
benefit from having a single newsgroup to post to. However, the only
existing BMW newsgroup is the very poorly propogated wiz.bmw group, which
gets less than one message per day.

In discussions on the BMW mailing list, it became apparent that many
subscribers did not want to see any changes to the existing list. Many
have no Usenet access, or prefer not to access Usenet groups for various
reasons. As well, many do not want to see the creation of a gated
newsgroup due to a perceived threat to the signal to noise ratio. As a
result, this RFD does not propose any changes to the existing BMW digest.

There should not be any threat of splitting traffic from the existing BMW
mailing list. Many of those expressing interest in participating in a
newsgroup want to do so in addition to, not instead of, participation in
the BMW mailing list. As well, a newsgroup would attract new subscribers
who are not currently members of the BMW mailing list.

The name rec.autos.makers.bmw is fully in accordance with the existing
rec.autos.makers.* hierarchy.


CHARTER: rec.autos.makers.bmw

rec.autos.makers.bmw will be a newsgroup for the discussion of BMW
automobiles. Possible topics for discussion may include, but are not
limited to:

- the features of various BMW models
- repairs/ modifications of BMWs
- BMW Car Club issues
- racing/ autocrossing BMWs
- satisfaction/ dissatisfaction with BMW, or its various dealers

Any commercial, or general interest notices, will be allowed as long as
they are topical to BMWs, done in a respectful, low-key manner, and not
repeated endlessly.

Comparisons of BMWs to automobiles of other manufacturers will be
unwelcome, and considered a waste of bandwidth. If an unbiased discussion
of the merits of a BMW when compared to other cars is wanted,
rec.autos.misc would be the most appropriate location. It is expected
that participants in this group will be strongly biased in favour of
BMWs, thus making the answer to any such comparison (such as "should I
buy an Audi A4 or a BMW 328i") that would be given quite obvious.

Discussions of BMW motorcycles, or of Rover Group vehicles, will be
allowed, as they are manufactured by BMW . If discussions on these two
topics start to generate significant traffic, more appropriate groups may
need to be created.

Under no circumstances will binary posts be allowed.
