Looks like an HF, but then I don't know what exactly designates a Rallye HF.

The most notable difference between the two was the engine. This Monte
Carlo edition, a rare model made in limited numbers to commemorate the
1972 Monte Carlo Rally victory by Sandro Munari in a Fulvia 1.6HF, is
based on a normal 1.3S with 90 hp. The contemporary 1600HF produced
114 hp. Production of the "true" 1.6HF ended however in 1970. That one
offered up to 132 hp and basically was a homologation special, like
all HF versions had been before. Visibly the Monte Carlo edition
distinguishes itself from the 1600HF by having extra driving lights, a
matt black bonnet and a matt black exterior mirror as standard.
In 1974 there was another limited edition special, the Fulvia 3
Safari, which were all painted yellow and had a denim interior. That
one is exceptionally hard to find nowadays.
