Of course, the reson the cops were chasing this guy was because of
expired license plates - got to get that revenue from him even if it
means the death of three cats, a dog and almost costs three innocent
people their lives.

Cops have long since adopted the police state mentality. The fleeing
driver "made them do it". It's how they can rationalize the harm they
do. This way they can blame it all on someone else. It apparently never
crossed their minds that setting up spike strips in a residential area
might send a car out of control into a house, but it's not their fault,
the driver made them do it by having expired tags and not stopping.

The legislatures and judiciary are also at fault here. They have had
plenty of time and prior cases to make this kind of action by cops so
expensive, either personally or financially, that they must also be
held accountable. There is NO excuse for pursuit of someone with
expired tags if that's the only thing that brought them to the
attention of the cops. Yet the legislatures don't clearly make it
unallowed and the courts routinely look the other way.

Of course there is no excuse. They simply record the plate and go visit
him at home. Simple. Or at least it should be. However, the employees
who wield the violence have already mentally severed themselves from the
consequences of their decisions and don't weigh the options.
