Default 1994 Ford Explorer Heater Problem

In my 1994 Ford Explorer having a new issue where the heater
intermittently seems to put out little heat.

1. Operating Temperature seems on the low side of Normal - just
before the N or between N and O

2. Seems to put out some heat when the temperature is more toward the
O or past

Any ideas?

Thanks
