Default 1993 Trailer Lights Not Working

The trailer lights on my 1993 XLT with factory towing package are not
working. When the wiring harness is installed the relays in the back
left corner are clicking when activated. It appears that the 12V coming
from the battery on the orange wire is not making it to the relays. I
can't seem to find where the orange wire is coming from or if it is
fused. Can anyone help?
