This is not a "forum", it is a USENET newsgroup. Your accessing it via
Google Groups masks its nature.

USENET is a distributed system with its contents replicated on a huge
number of servers around the world, none under any centralized
authority, so there is no means by which any post or poster can be
blocked from posting.

However if you are accessing the service via a real newsreader and NNTP
server instead of via Google, blocking particular senders is easy, and
blocking posts by content can be handled by some readers or by setting
up a proxy such as "hamster".

As long as you are accessing the newsgroup via Google Groups, though,
you are limited to the capabilties of that service, and since the
primary purpose of Google Groups is to maintain an archive, it is
unlikely that they will add any feature by which anyone other than the
originator of the post may remove posts.
