Default 1997 ford explore fuel filter

how on earth do you remove the fuel filter can't seem to unscrew or pull
the lines off of it.

Special tool. Pushes in to the end of the fuel line to push clips inside
back, and release the filter. 3/8 tool works best.

That special tool is called fuel line and air conditioning line
disconnect tool. It is only a few dollars from any automotive store. It
is just a cheap piece of plastic thingy.
