Starter won't crank immediately - occasional

Wondering if someone has an idea for this issue. I have a feeling it's
a relay because here are a few symptoms:

Occasionally, when turning key to ignition, (you can hear fuel pump
prime) the starter won't crank...but if you hold it there for a bit,
eventually the starter kicks in. Usually though the starter cranks
immediately. This seems to happen regardless to if the car is cold or
been driven.

Possibly related is that when the car is cold (at least it seems to
be), I noticed the turn signal takes a second before it turns on when i
click it over as well as headlights. After turning the turn signal on
or headlight, it takes a second before they start to work. Could this
be related to the starting symptom?

My first thought was possibly the shift interlock, if it was an automatic, but
it's not...

If your lights experience a slight turn-on delay as well, I would suspect a
connector on the steering column wiring harness. Trace the wiring bundle coming
out of the column - it probably plugs into one or more large connectors near or
on the fuse block. I suspect your problem is there - either the plug is loose,
or the contact may be dirty or corroded, and your ignition and and lights are on
the same plug.

You could have a bad connection at your battery terminals or inside the
battery. Next time, crank with the interior light turned on. If it
goes out, you have an electrical problem.

If the battery is fine, it could be that the grease in the starter
solenoid has dried out.
