Default Crankcase Ventilation Hose Problem

Hi, All:

This morning I checked my car (Mercury, Topaz) and found that one end
of my car's crankcase ventilation hose seems drops from somewhere. (I
guess it should be connected to air cleaner)

The other end of crankcase ventilation hose is connected to a 'filter'
and then
through that filter through the grommet into the engine crankcase.

Does anyone know what is that "filter"? Is it "brether filter" in the
PCV system?
I see oil seepage from this filter , how to fix it?

Also, how to prevent "crankcase ventilation hose" drop again? Need I to
get some hose clamps?

Thanks,

Rick
