Did he actually measure the mileage? I had a friend once who was
complaining that she only got 20 mpg and i asked her how she knew.
She said, "I fill the tank every week - isn't that about 20 mpg?"
I've never forgotten that.

"Really Terrible" is not easy to achieve unless something is grossly
amiss.
I would start with the brakes, check that the pads are not siezed. Put
the car on flat ashphalt, in neutral/handbrake off, and see if you can
push it easily. And/Or
feel the wheels/rims ( not the tires) after a drive, Hot? Check both
the front and back. Check Tire inflation too.

I had an O2 sensor go bad once and yes, the mileage got horrible.
